Out-of-time witness statement

If you did not submit a witness statement within 21 days of receiving the Order for Recovery, you can apply to submit an out-of-time witness statement.

If the Penalty Charge Notice (PCN) was sent to your old address and you did not receive it, include your current address in your application.

How to apply

You must complete 2 forms:

What happens next

When the Traffic Enforcement Centre (TEC) receives your application, your case will be put on hold until a decision is made.

The TEC will decide whether to accept or reject your application.

  • If your application is accepted, the TEC will issue a Revoking Order. This does not cancel the original PCN.
  • If your application is rejected, the TEC will issue a Refusal Order.
