Birmingham Local Plan - Publication Plan
The Publication Plan was approved by the council's Cabinet on 28 July 2026.
This is the last opportunity to have your say on the draft plan before it is submitted to the Planning Inspectorate in late 2026.

About the Publication Plan
This is a consultation document prepared under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012.
The new Local Plan will guide new development for Birmingham up to 2044. It aims to deliver:
- 87,700 homes
- 134.5 hectares of employment land
This is the final version the council intends to submit for independent examination.
What the plan includes
- Strategic development policies setting out the overall spatial strategy, which focuses on brownfield regeneration to meet Birmingham's housing and employment needs.
- Site allocations.
- Policies map.
- Policy themes, that include:
- affordable housing
- environmental protection
- net zero
- transport
- communities
