Neighbourhood Plan 'made'
A referendum was held on the 3Bs Neighbourhood Plan on Thursday 28 October 2021. The referendum posed the question: ‘Do you want Birmingham City Council to use the Neighbourhood Plan for 3Bs to help it decide planning applications in the neighbourhood area?’ More than half voted in favour of the plan. As a result, the 3Bs Neighbourhood Plan has been ‘made’ and now forms part of the statutory development plan for determining planning applications in the neighbourhood area.
Referendum
A referendum into the 3Bs Neighbourhood Plan was held on Thursday 28 October 2021.

Examiner's Report and Regulation 18 Statement
Following an independent examination of the 3Bs Neighbourhood Plan, the examiner's report was received by Birmingham City Council and the 3Bs Neighbourhood Forum on 2 August 2021.
The report can be viewed below along with the council's Regulation 18 Decision Statement, which explains that a modified version of the 3Bs Neighbourhood Plan, as recommended by the independent examiner, will proceed to referendum.
Examination and Regulation 16 Representations
An independent examiner Mr Andrew Mattheson was appointed to undertake an examination of the 3Bs Neighbourhood Plan. This included reviewing all the representations received in the Regulation 16 publication. These can be viewed below.
The examiner will decide if the plan and its policies meet the basic conditions that all neighbourhood plans must comply with and whether the plan should proceed to a local referendum.
If the examiner recommends the 3Bs Neighbourhood Plan can proceed to referendum, and the council is satisfied with the recommendations, the council will hold a referendum.
The referendum would pose the question to those eligible to vote in local elections and who are residents within the 3Bs designated Neighbourhood Area. Would they want Birmingham City Council to use the 3Bs Neighbourhood Plan to help it decide planning applications in the designated Neighbourhood Area.
Neighbourhood Plan Submission and Regulation 16 Period
The 3Bs Neighbourhood Forum has submitted their final plan to Birmingham City Council.
In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012, the council publicised submitted Neighbourhood Plan and its accompanying documents for eight weeks between Friday 18 December 2020 and Friday 12 February 2021.

Strategic Environmental Assessment
The council has undertaken a screening opinion for a Strategic Environmental Impact Assessment (SEA) and determined the final Neighbourhood Plan does not require a SEA.
Habitat Regulation Assessment
The council has undertaken a screening opinion for a Habitat Regulation Assessment (HRA) and determined the final Neighbourhood Plan does not require a HRA.
Pre-submission Consultation
The Neighbourhood Forum undertook their pre-submission consultation (Regulation 14) from 16 December to 7 February. The plan has since been finalised and submitted to the council.
Designation of the 3Bs Neighbourhood Area and Neighbourhood Forum
A community group in Perry Barr, known as the 3Bs (Beeches, Booths and Barr) Neighbourhood Planning Forum, wish to prepare a Neighbourhood Plan for the majority of Perry Barr Ward. The Neighbourhood Area to which the Neighbourhood Plan will relate has been designated by the council (23 January 2017), alongside the 3Bs Neighbourhood Forum, who are the body responsible for preparing the document.

Neighbourhood Planning
Neighbourhood Plans are community-led plans for guiding the future development and regeneration of an area, which are prepared by designated Neighbourhood Forums. They can deal with a range of social, economic and environmental issues (such as housing, employment and transport) and need to be prepared in accordance with the Neighbourhood Planning Regulations.
The process for preparing a Neighbourhood Plan consists of a number of key stages, the first of which is the designation of the Neighbourhood Area and Neighbourhood Forum.
