How we collect outstanding payments
If you owe outstanding Council Tax, business rates or Business Improvement District (BID) levies and we have obtained a Liability Order, the collection of the debt may be passed to the revenues enforcement service.
We have the power to recover monies owed by taking control of your goods and selling them to pay off your debt.
Each of the 3 stages of this enforcement process adds extra fees to your debt. The sooner you clear your debt, the less it will cost you. We will always try to work with you at every stage to prevent your case escalating and additional fees being added.

Manage your account
You can manage your account including making payments, viewing statements and setting up repayment plans via our revenues enforcement service Collect Portal.
To access the portal, you will need your:
- 9-digit enforcement agent reference number beginning with 80
- 10-digit account reference number (beginning with 50, 60 or 70) where the outstanding Council Tax, business rates or BID levy is owed
All the reference numbers will be at the top right of the letters you receive from us.
Pay your debt in full
To prevent recovery action and extra costs, you should pay in full through our Collect Portal. Choose the ‘make a payment’ option in the portal.
Set up a payment plan
If you cannot pay your full debt, we may be able to agree a plan for you to pay over twelve months. Choose the ‘set up payment plan’ option in the portal.
If you need a payment plan for more than 12 months, you must provide full details of all your incomings and outgoings. We will use this to assess what is affordable. Choose the ‘income and expenditure’ option in the portal.
If you keep up with your agreed payment arrangement, we will stop enforcement action. Contact us as soon as possible if you have a change of circumstances after your payment plan has started.
When you set up a payment plan you will need to tell us:
- a regular amount you wish to pay each time
- how often you wish to pay - choose from every week, fortnight, month, or quarter
