Evolution of the BLACHIR Implementation Board
The BLACHIR Implementation Board has been evolved into a ‘Communities of Identity’ partnership sub-committee of the Health and Wellbeing Board (HWB).
The purpose of the partnership and its members is to work together with different communities of identity to address health inequalities across Birmingham, and to empower community partners to lead community-based programmes with support from the wider system to improve health and ensure communities of identity voices are shaping public health services and strategies.
One of the main objectives of the forum will be to embed the learnings from BLACHIR and sustain the momentum and build on the progress made by the BLACHIR Implementation Board.

Deep Engagement Partner Programme
By using double loop learning, BLACHIR achieved optimal buy in, belief and showed what can be achieved if the BLACHIR model and approach is rolled out and generalised for the diverse populations in Birmingham.
Using the BLACHIR model we are continuing a similar engagement project, with 17 different communities of identity via the ‘Deep Engagement Partner Programme’.
This programme will look at a three year community engagement project that spans across:
- 9 communities of ethnicity
- 3 communities with a disability
- 3 faith and religious communities
- 2 LGBTQ+ projects - sexual orientation and gender identity
This programme will be running from 2024 to 2027.
