A welcome from Carol Culley, Executive Director of Finance and S151 Officer

"Thank you for taking the time to look at these opportunities. It means a lot, because joining Birmingham City Council's Finance Directorate is not just about a job, it's about being part of something important that impacts the lives of the citizens we serve.

Birmingham is an extraordinary city; ambitious, diverse and dynamic.

Our Finance Directorate needs to reflect that energy. My vision is clear – I want ours to be a confident, modern, and highly respected finance function. One that provides strong stewardship of public money and enables great services. One that helps leaders across our organisation make good, evidence‑based decisions for our residents.

We've been through some challenging times, but we are firmly on a journey of improvement and recovery. We have moved out of S114, and I am now looking to build a strong finance team. We are building stronger systems, clearer governance, and better controls. Getting the basics right really does matter. It gives us the platform to do everything else well.

This is where you come in.

We are looking for senior finance professionals who want to make a difference. People who are curious. People who are brave enough to challenge the status quo. People who understand that great finance is about people as much as it is about numbers.

My leadership style is open and collaborative; I believe in being visible and in backing my teams. I expect high standards, but I also know that people do their best work when they feel trusted, supported, and valued. You will have the space to lead, to innovate and to grow. You will also have the backing to make tough decisions when needed.

The culture you will be joining is one that is evolving fast. We are building high‑performing teams that are proud of what they do. We value kindness and professionalism in equal measure. We encourage learning and development and are committed to creating an inclusive environment where everyone can thrive and be themselves.

These roles are career‑defining ones. You will be working at scale, in a complex and dynamic environment, with real public impact. That's not something you get every day.

If you are motivated by challenge, excited by transformation and want to help shape the future of the biggest local authority in Europe, we would love you to consider joining us.

Birmingham deserves a finance function that is bold, robust, and forward‑looking. With the right people, I know we can deliver exactly that.

I hope to welcome you soon."
