Examination

The Birmingham Development plan was submitted to the Secretary of State for examination on 1 July 2014.

The examination hearings took place in October and November 2014 and the inspector published their findings so far in January 2015.

The inspector, Mr Roger clews BA, MSc Dip ED, Dip TP, MRTPI, issued his schedule of Proposed Main Modifications (changes which he considered were necessary for the plan to be ‘sound’) in July 2015. These were subject to public consultation between the 17 August 2015 and 12 October 2015.

The criteria for the plan to be found ‘sound’ (set out in paragraph 182 of the National Planning Policy Framework) are:

  • Positively prepared: a plan based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development.
  • Justified: the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence.
  • Effective: the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities.
  • Consistent with national policy: the plan should enable the delivery of sustainable development in accordance with the policies in the Framework.
