Check if you are eligible for a Warm Homes Local Grant
Eligibility criteria for homeowners and tenants
Warm Homes Local Grant is open to homes using any fuel type:
- gas
- electric
- oil
- LPG
- coal
- solid fuel
Your property and household eligibility are assessed.
Property eligibility
Your property must meet all criteria:
- EPC rating of D, E, F, or G – you can check your EPC on the government website.
- located within a Warm Homes priority postcode.
- ownership / occupancy – you must be a legal owner or have a valid tenancy agreement.
Household eligibility
Your household must meet one of the following:
A. Income‑Decile 1 to 2 postcode
If the home is in a postcode area that falls within Income Deciles 1 to 2 of the Indices of Multiple Deprivation, you will qualify.
You can download a list of postcodes from the Department for Energy Security and Net Zero’s website.
B. Means‑tested benefits
Households receiving any of the following qualify:
- Housing Benefit
- Income-based JSA
- Income-related ESA
- Income Support
- Pension Credit (guarantee or savings)
- Universal Credit
The benefit recipient must be a permanent resident of the household.
C. Household income threshold
If you are not in a qualifying postcode and do not receive means-tested benefits, you can still qualify if your household income is £36,000 or less after housing costs. Household income includes any benefits you receive, except:
- Personal Independence Payment (PIP)
- Disability Living Allowance
- Attendance Allowance
D. ECO Flex Route 2
Homes qualifying under ECO4 Flex (Route 2) are also eligible.
Landlord eligibility
If you are a landlord, you may be eligible if:
- your tenant(s) meet the household eligibility – tenants must still provide evidence of income
- your properties are at least EPC Band E, unless Band F / G with a registered exemption
- you have not exceeded £315,000 in minimum financial assistance under government rules
- you contribute to installation costs:
- 30% contribution for up to 4 dwellings
- 50% contribution for any additional properties
You must pay the landlord contribution before installation.
You cannot raise rent as a result of upgrades.
Eligibility does not guarantee measures.
Listed buildings / conservation areas
Most retrofit measures are permitted without planning permission. However, properties in conservation areas or listed buildings may require planning consent, which can take up to 12 weeks and may delay installation.
