About the consultation
Following a thorough analysis of the responses received from the Care Centre Consultation that took place between 14 October 2024 and 20 December 2024, and 31 March 2025 to 30 April 2025, it has been identified that the majority of responses received opposed the Council's preferred option. This was option 3c - to close services and rent the buildings.
In direct response to the feedback received, we have listened, and we are launching a Phase 3 consultation to share an alternative proposed option. The aim of the Phase 3 consultation is to seek your views on the Council's alternative proposed option:
- Delivery of residential care and respite in Kenrick Centre, and integrated intermediate care services across Perry Tree and Ann Marie Howes.
The Phase 3 consultation starts on the 30 June 2025 and ends on the 25 July 2025.
Birmingham City Council currently provides residential care for adults at 3 Care Centres across Birmingham:
- Ann Marie Howes Centre
- Perry Tree Centre
- Kenrick Centre.
The council wants the best quality of life for all its citizens. However, we must also ensure our services are efficient and provide value for money.
Following the approval of the 2024 to 2025 budget at Full Council on the 5 March 2024 a review of the Council’s internally operated Care Centres was recommended. The report confirmed that the review would consider future options for how the services can be delivered as efficiently as possible to support citizens to like a quality life.
The proposed savings from this review total £6.4m, £0.346m in the 2024 to 2025 financial year, £3.921m in 2025 to 2026 and £2.133m in 2026 to 2027.
The Phase 3 consultation is to gain feedback on the options available for the future of the Care Centres and in particular on the alternative proposed option.
The alternative proposed option is for the Council to retain the 3 Care Centres and offer all current long-term residents in Ann Marie Howes and Perry Tree to be moved to Kenrick Centre where residential services and respite care services will be delivered.
Ann Marie Howes and Perry Tree Centre will be used to provide integrated intermediate care beds through a health and social care model. You should read the consultation questionnaire alongside the Care Centres public consultation document that explains the:
- current service
- outcome of a recent review and first consultation
- range of options that are being consulted upon
The purpose of the consultation is to make sure that you have a chance to tell us about your views on the proposals.
While savings have been announced for this service, we want to reassure you that no decisions have yet been made about what the Care Centre service will look like in the future.
The views you share as part of the phase 3 consultation and the analysis of responses received from the previous consultations will be considered, and a final proposal and report will be presented to the council’s Cabinet in September 2025 for decision. This will allow us to thoroughly review and analyse all responses received during the Phase 3 consultation period.

Our survey
The survey aims to capture your feedback in relation to the proposals being made and can be accessed online.
The survey opens on Monday 30 June 2025 and closes on Friday 25 July 2025.
Our public meetings
The in-person consultations will take place between 30 June 2025 and 7 July 2025. As these events are aimed at current residents and their families, invitations will be sent out by letter.
They are not open the public.
