The National Referral Mechanism
The National Referral Mechanism (NRM) is a framework for identifying and referring potential victims of modern slavery and ensuring they receive the appropriate support.
Generally the NRM form is completed by someone who is trained to complete it, as the decision as to whether someone is a victim or not depends, in part, on how well the form is completed. This guidance explains how to complete the referral form before it is considered by the relevant competent authority.

The Single Competent Authority is now receiving referrals of potential victims of modern slavery through the digital platform. Please circulate the links below to first responders in your networks.

Please note the form will time-out after one hour of inactivity and progress cannot be saved.
For those preferring to take details from the individual before submitting in the online form, an offline form is available.
