If you believe your Penalty Charge Notice (PCN) should not be paid, you can challenge it. You can view the photographic evidence online. Attach any evidence to support the basis of your challenge.
Do not pay the PCN if you wish to submit a challenge. Payment should not be made if the PCN is disputed. Once you have paid the required amount, the PCN case will be considered closed.
Your challenge should be made as soon as possible. You may wish to refer to the discretion policies before submitting your challenge.

All timescales listed begin on the date on which the relevant notice or rejection was served.
The opportunity to pay a PCN at the reduced rate is only available if payment is made within 14 days from the date the PCN is issued. This means that if a representation (challenge) against a PCN is not accepted, the full payment applies once the 14-day reduced charge period has passed.
