Refusal Order
A Refusal Order is a letter from the Traffic Enforcement Centre (TEC).
It confirms that your out-of-time witness statement has been rejected.
What you can do
You have 2 options:
- pay the Penalty Charge Notice (PCN)
- appeal the decision
How to appeal the decision
You can appeal the decision by submitting Form N244 within 14 days
Download a Form N244 application notice from GOV.UK.
There is usually a fee for submitting Form N244.
If you appeal using this form, your PCN case will remain on hold until the TEC makes a decision.

If you do nothing
If you do not take any action, you may be contacted by an Enforcement Agency (bailiffs).
