Late witness statement
If you couldn’t submit a witness statement within 21 days of the Order for Recovery, you can apply to submit an 'out of time' witness statement.
If you have moved and did not get the Penalty Charge Notice because it was sent to your old address, make sure to put your current address on the application.
How to apply
To apply, you will need to compile the following forms:
- TE7
- TE9
Alternatively, you can call 0300 123 1059 to request the forms to be posted to you.
Once your application has been received by the Traffic Enforcement Centre (TEC), the case will be placed on hold until the application is resolved.
The TEC will make the final decision on the application. If your application is successful, the TEC will issue a Revoking Order. This does not cancel the original PCN.
If your application is not successful, the TEC will issue a Refusal Order.
