Why we are reshaping our pay and grading structure

We are making changes to simplify the structure and make sure that all colleagues are treated fairly and consistently. This is part of the Equal Pay Programme (EPP) and is a positive step for everyone working at the council.

We are still committed to the National Joint Council (NJC) pay structure.

Agreeing the reshaped structure

We have worked closely with our 3 recognised trade unions:

  • GMB
  • UNISON
  • Unite the Union

This has involved regular discussions, and close scrutiny of finances, to determine a structure that provides fair and consistent pay for all colleagues.

The result of the TU consultative ballot for the revised structure

The trade unions’ consultative ballots were completed on 7 October 2025 and the response from members of our 3 recognised trade unions was positive.

Following this positive vote, a collective agreement has been agreed with the trade unions on the revised reshaped pay and grading structure.

Changes that have been made to the reshaped pay and grading structure since the last consultative ballot

  • All 4 Grades (A to D) now have higher maximum salaries, including Grade B which has moved from SCP 22 to SCP 23.
  • All 4 Grades also have new higher starting salaries, with Grade C now starting at SCP 24.

Who is affected by the change

If you are currently in Grades 1 to 5, you will move to the reshaped structure on the agreed implementation date.

If you are currently in Grades 6 and 7, you will stay on your current NJC structure for now. We will keep you updated when discussions begin with our trade unions about the proposed move to the Joint Negotiating Committee (JNC) structure.
