Children with health needs

As far as possible, children with health needs who are unable to attend school should receive the same range and quality of education as they would have experienced at their home school.

Schools must follow Birmingham’s graduated approach to support children and young people. Schools must make reasonable adjustments in line with their statutory duty.

Despite adjustments, the school - in consultation with a parent or carer - may feel it necessary to request that Birmingham City Council consider the need for alternative education provision.

This would be under the categories of illness or otherwise.

Section 19 referrals

Alternative education provision

The law does not define full-time education, but children with health needs should have provision which is equivalent to the education they would receive in school.

If they receive one-to-one tuition, for example, the hours of face-to-face provision could be fewer, as the provision is more concentrated.
