Late witness statement rejection
A late witness statement rejection, legally called a Refusal Order, is a letter from the Traffic Enforcement Centre (TEC) informing you that your late witness statement has been rejected.
When a Refusal Order is issued, the only options are to:
- make arrangements to pay the Penalty Charge
- appeal the Court officers' decision to refuse the application by making an N244 application within 14 days

Make a N244 application to a court
This process usually has a fee. If you make an N244 application to the TEC, the PCN case will remain on hold until that application is resolved.
If you take no action, you may receive contact from an Enforcement Agency.
