Audited Statement of Accounts: 2021 to 2022

Our Statement of Accounts for 2021 to 2022 has been prepared in accordance with the Accounts and Audit Regulations 2015 (as amended by the 2024 Amendment Regulations) and the Code of Practice on Local Authority Accounting in the United Kingdom 2021 to 2022.

The Code is based on International Financial Reporting Standards (IFRS) and statutory requirements. The final version of the Statement of Accounts for 2021 to 2022 was approved by Audit Committee on 15 May 2025 and signed by the Chair of Audit Committee and the Section 151 Officer on 15 May 2025.

Although the audit of the Financial Statements is now compete and the published Statements of Accounts include the Auditor’s report, the External Auditor has not yet concluded the audit for the year. Once the audit certificate has been issued, this notice will be updated.

Notice regarding 2021/22 Accounts

This notice is published under regulation 9A(6)(a) of the Accounts and Audit Regulations 2015 (“the Regulations”).

  1. Birmingham City Council (“the Council”) has not been able to publish its accountability statements for the financial year 2021/2022 by 13 December 2024 as required by regulation 9A(2) of the Regulations.
  2. The reasons for this are as follows.

    The Council is currently in negotiation to settle a large number of equal pay claims brought against it by current or former employees. The amount which the Council would pay under any settlement (if reached) is not known. Until it is known if settlement is reached and if so how much is payable under any settlement, the Council’s Responsible Financial Officer will be unable to re-confirm (as required by reg 9(3) of the Regulations) that she is satisfied that the statement of accounts for the financial year 2021/2022 presents a true and fair view of
    1. the financial position of the Council at the end of that year,

      or of
    2. the Council’s income and expenditure for that year.

      Until she is able to give that re-confirmation, the Council will be unable to approve the statement of accounts for the financial year 2021/2022 under reg 9(2) of the Regulations or to publish its accountability statements for that year under reg 9A(2) of the Regulations.
  3. The Council acknowledges that it must publish its accountability statements for the financial year 2021/2022 as soon as reasonably practicable.

A copy of this notice is being sent to the Secretary of State.

Birmingham City Council Statement of Accounts: Financial Year 2021 to 2022

The Council's Draft Statement of Accounts which includes Group Accounts, the Narrative Statement and the Draft Annual Governance Statement was signed by Rebecca Hellard, Director of Council Management, the Chief Finance Officer and Section 151 Officer on 28 July 2022 and passed to Grant Thornton UK LLP for external audit on 29 July 2022.
