Apply for a youth trainee Council Tax exemption
If you are a youth trainee working in Birmingham, you may be exempt from paying Council Tax.
How to qualify
To qualify for an exemption as a youth trainee, you must be:
- aged 16 to 24 years old
- living in Birmingham
- receiving funding for your training from the Education and Skills Funding Agency
As of 1 August 2023, the traineeship scheme was closed and integrated into the 16 to 19 study programme. This exemption will only apply to those who started their traineeship on or before 31 July 2023.

If you live with someone who is a youth trainee
If you are living with someone who is a youth trainee, you can get a discount on your Council Tax bill.
If you live in a property where 1 person is a youth trainee, you can get a 25% discount.
If the youth trainee is the only other person living with you and you are also disregarded in the Council Tax calculation, you can get a 50% discount.
How to apply
You can apply for an exemption as a youth trainee by completing our application form.
What happens next
Once we have reviewed your application, we will contact you to let you know if you have been approved for the exemption. This may take up to 10 working days.
We may also ask to check details, such as confirmation of your traineeship and who it is with.
Report a change in circumstances
If there is a change in your circumstances, such as your traineeship ending, you must tell us as soon as possible.
You can do this by writing to us by letter or email, or by completing our other council tax enquiry form.
