Blind and Partially Sighted Register

The council is responsible for maintaining the register of adults and children living in Birmingham who are Blind or Partially Sighted.

What to do if you are experiencing problems with your eyesight

Your GP or optician can arrange a referral to a consultant ophthalmologist for an eye examination.

If you are diagnosed as Severely Sight Impaired (Blind) or Sight Impaired (Partially Sighted), your consultant ophthalmologist will give you a copy of a Certificate of Vision Impairment (CVI).

What happens to your Certificate of Vision Impairment (CVI)?

With your agreement, your consultant will send a copy of your certificate to us.

What will we do after receiving your certificate?

Once we have received your CVI, we will:

  • send you a form to complete
  • ask you to confirm your details
  • ask for your consent to be added to the blind and partially sighted register.

This is not mandatory and you have the choice of becoming registered.

If you choose to become registered

If you do wish to, you will receive a registration card. You can choose to have a card with or without your photograph.

Your card will also have your registration number and acts as proof of registration to support your access to certain support and benefits.

If you need further information about registering, you can phone:
