Background

On 19 September 2023, the Secretary of State for the Department of Levelling Up, Housing and Communities (DLUHC) announced the government's proposals to handle our financial and governance problems.

The proposals included:

  • the appointment of commissioners who are responsible for governance, scrutiny of strategic decision making, finance, and senior appointments
  • a local inquiry to investigate the cause of the issues we face
