Appeal a refused application

We may refuse you an HMO licence if we decide:

  • your property is not suitable for an HMO, or
  • you are not a ‘fit and proper’ person to run an HMO

If we reject your application for these reasons, we may give you time to:

  • fix problems with the property
  • find someone else to be the licence holder

Appealing a refused application

You may appeal against our decision if we:

  • refuse to give you a licence
  • cancel your licence
  • refuse to vary the terms of your licence
  • revoke or vary the terms of your licence

You must appeal to the First-tier Tribunal if you don’t agree with our decision.

You should do this within 28 days of the date of our decision letter.

HMO management orders

We may issue an Interim Management Order (IMO) if we refuse you an HMO licence.

An IMO can last for up to 12 months. It allows us to manage your property. This includes collecting the rent.

We may issue a Final Management Order (FMO) when the IMO runs out. This allows us to manage the property for five years.

We can issue a second FMO after five years.
