Despite resistance by plot holders and tenants to the proposed modernisation of allotments, by 1975 Birmingham was becoming ‘the allotment capital of Britain.’ The 'Leisure Garden' model was being developed at Russell Road/ Moor Green Farm in line with the vision Thorpe had outlined in his 1969 report.

In 1976 an international conference/exhibition was organised using the Russell Road/Moor Green Farm allotment as a showpiece site to demonstrate Birmingham’s commitment and energy in this field. This image shows a plan of the site in negative.
