Appeal conditions
This form is for you to appeal against the refusal of a place for your child in Reception or Year 2 to Year 3 for September 2025.
Only complete this form if your child was born between
- 1 September 2020 to 31 August 2021, if applying for a place for Reception, or
- 1 September 2017 to 31 August 2018, if appealing a place for Year 2 to Year 3
You can only appeal for one school per form. To appeal for more than one school, you must complete additional forms.
You can only appeal for a school that you named as a preference on your application and at which you have been refused a place at.
You must complete all sections of the form.
Change of preferences
If you appeal for school(s) that you have not made an application and therefore your child has not been refused admission at, your appeal will not be processed.
Submit a late change of preferences online, and allow time for this to be processed before submitting your appeal. To check the progress of your late application, phone us on 0121 303 1888.
Birmingham City Council schools
Some appeals are managed by Birmingham City Council, others are managed by the schools themselves.
This form is only to appeal for schools that are managed by Birmingham City Council. If the school you wish to appeal for is not on this list, contact the school directly for details of their appeals arrangements.
Change in circumstances
You cannot appeal for the same school in the same academic year unless there has been a material and significant change in your circumstances since your last appeal hearing, such as change of address or a sibling being admitted at the school.
Education, Health and Care Plan
If your child has an Education, Health and Care Plan (EHCP) you must contact Birmingham's Local Offer team.
Appeal closing date
The closing date for appeals is 2 June 2025. Appeals received after this date may not be heard by the start of school in September.
Considerations
Think carefully about the following:
- Do you have compelling reasons why your child should attend the school(s) you applied for and were refused admission to?
- Would your child be particularly disadvantaged by not attending the school(s) you applied for and were refused admission to?
- Are there any other exceptional circumstances that would prevent your child from attending the school offered to them?
- Has a mistake been made which meant your child was not offered a place at a school you applied for?
- Do you have any evidence to support your appeal, e.g., hospital or doctor's documents?
The appeals process
All appeals take place via video link using Microsoft Teams, accessible from a mobile telephone, tablet, laptop or any device that can access the internet via an internet browser.
If you need an interpreter, you can reply to the email to request this, including the language required. This service is free of charge.
Expectations
Consider the likelihood of your appeal being successful.
Appeals are generally only successful if you or your child have exceptional reasons for needing admission to a particular school.
