Commissioners' Assurance Plan published

Published: Tuesday, 3rd February 2026

Commissioners have published their assurance plan which sets out outcomes to be achieved in order that commissioners can recommend the conclusion of intervention.

Lead commissioner Tony McArdle said:

"In October we informed the Secretary of State of encouraging signs of progress in the Council's efforts to tackle its long-standing challenges. While much remains to do, we saw value in setting out to the Council what must be in place in order for us to be able to recommend that intervention can be brought to an eventual end.

"Plan sets those measures out. The root causes of the Council's troubles extend back for very many years, and this plan is necessarily comprehensive in addressing these. There can be no half-measures if confidence is to be formed that the Council will not fall short in making the necessary recovery. We welcome the Council leadership's acceptance of our Plan, and we will continue to support the Council in its delivery of it."
