Permanent Executive Director for City Operations appointed

A new permanent Executive Director of City Operations has been appointed by Birmingham City Council.

Frank Jordan, currently Executive Director of Place and Sustainability, and Deputy Chief Executive at Cambridgeshire County Council, will be joining Birmingham’s executive leadership team in the new year.

Bringing a wealth of experience from across local government, he joins Birmingham with a proven track record of leading complex place-based services and delivering transformational change.

As Executive Director of City Operations, he will oversee our critical operational functions including highways, environmental services, waste management and regulatory services - ensuring high-quality services for residents and communities across the city.

Frank Jordan said: “I am delighted to be taking up this important role in Birmingham. What has really attracted me to the role is the opportunity to work as part of team that is leading both improvements in the way the council operates but also in the way that will deliver lasting improvements to Birmingham’s residents and communities.”

He was the standout candidate for this vital role and his leadership will be instrumental as we deliver on the city’s ambitions for inclusive growth, sustainability and the first-class services our residents deserve.

“I’d like to thank Richard Brooks for all he has done since stepping into this role earlier this year. His hard work and leadership have been greatly appreciated during some challenging times."

Frank Jordan’s career spans several senior leadership roles in local government, including:

  • Nottingham City Council – Corporate Director of Communities, Environment and Resident Services, leading citywide initiatives on Covid-19 recovery, carbon neutrality, and community safety.
  • Cheshire East Council – Deputy Chief Executive and Executive Director for Place, delivering economic growth strategies, climate action plans, and corporate culture change.
  • Leicester City Council – Corporate Director for City Development and Neighbourhoods, driving inclusive growth across leisure, culture, housing, and planning.
  • Northumberland County Council – Director of Commissioning and Commercial & Property Services, overseeing children’s services, estates transformation, and environmental programmes.
