Care Quality Commission (CQC) assessment
Birmingham Adult Social Care (ASC) directorate was assessed by our regulator the Care Quality Commission (CQC) over the summer of 2023 and again during 2025.
Both inspections included an onsite element.
2025 inspection by CQC
Following the assessment of Birmingham ASC in 2023, which was part of the pilot inspection programme, the CQC returned to Birmingham to inspect us again.
This was part of the full inspection programme of all ASC directorates across England and within CQCs stated return inspection period of 2 years for pilot authorities.
Birmingham Adult Social Care submitted its self-assessment document to the CQC in autumn 2025 and the assessment was concluded with an onsite visit in December 2025.
The final outcome of the assessment will not be known until sometime in 2026.

2023 inspection by CQC
We were awarded a “good” rating. You can find full details of the assessment and its findings on the CQC’s website.
This is a provisional rating, because the assessment was part of a pilot assessment.
Birmingham Adult Social Care directorate was chosen by the CQC as one of 5 social care authorities in England to pilot the new CQC Assessment Framework before it was rolled out to all local authorities delivering adult social care services over the next 2 years.
The pilot helped the CQC:
- develop their approach to assessing adult social care services
- test their methodology
The full assessment report details many areas of strength for the directorate.
There are some areas of weakness that have been identified. These matched our own understanding for areas of improvement, and plans are in place to address these areas.
