All Party Parliamentary Group: Levelling-Up Birmingham
An All Party Parliamentary Group (APPG) is a cross-party group of parliamentarians - MPs and Lords - who have an interest in promoting Birmingham’s economic and social development.

The purpose of the APPG
The Birmingham APPG supports the city’s new levelling up strategy, developed by Birmingham City Council and PwC. The strategy aims to put Birmingham at the heart of national policy discussions.
If delivered successfully, it could help 75,000 people into work and grow the local economy by £9 billion a year.
The APPG will work with government, investors, businesses and public sector partners to:
- secure the funding, powers and changes needed to deliver the strategy
- build strong, long-term relationships with key decision-makers
Birmingham’s Levelling up strategy
On 24 November 2021, Birmingham City Council launched Prosperity and Opportunity for All, Birmingham’s Levelling up strategy.
The strategy outlined the need for government to support the delivery of 5 accelerators:
- Support long term, single pot funding and devolved powers
- Back the integrated local place delivery model demonstrator, the East Birmingham Inclusive Growth Strategy, covering 250,000 people to tackle deep levels of deprivation
- Harness our early intervention and prevention model
- Deliver green and digital infrastructure including a comprehensive green, reliable, frequent, and affordable transport network
- Back an at scale housing retrofit across the cities of Birmingham, Coventry, and Wolverhampton to tackle carbon emissions

The programme of work
The 5 Levelling up accelerators will act as a framework for the work programme of the APPG, acting to bring together influential stakeholders (public and private sector) with a view to developing strategic partnerships to support delivery.
