Notes on using this form

Only complete this form if:

  • You wish to appeal against the refusal of a place for your child in Reception or Year 2 to Year 3 for September 2024.
  • Your child was born between 1 September 2019 to 31 August 2020 (if appealing a place for Reception) or from 1 September 2016 to 31 August 2017 (if appealing a place for Year 2 to Year 3).
  • You can only appeal for one school per form. If you wish to appeal for more than one school, you must complete additional forms.
  • You can only appeal for a school that you named as a preference on your application and where you have been refused a place at.
  • Important: If you appeal for school(s) that you have not made an application and therefore your child has not been refused admission at, your appeal will not be processed. Please submit a late change of preferences online, and allow time for this to be processed before submitting your appeal. You can contact us on 0121 303 1888 to check the progress of your late application.
  • Some appeals are managed by Birmingham City Council, others are managed by the schools themselves. Only use this form to appeal for schools that are managed by Birmingham City Council. If the school you wish to appeal for is not on this list, contact the school directly for details of their appeals arrangements.
  • Please note you cannot appeal for the same school in the same academic year unless there has been a material and significant change in your circumstances since your last appeal hearing i.e. change of address or a sibling being admitted at the school.
  • If your child has an Education, Health and Care Plan (EHCP) you must contact Birmingham's Local Offer team.
  • The closing date for appeals is 15 May 2024. Appeals received after this date may not be heard by the start of school in September.
  • You must complete all sections of the form before deciding to appeal

Please consider the following carefully:

  • Do you have compelling reasons why your child should attend the school(s) you applied for and were refused admission to?
  • Would your child be particularly disadvantaged by not attending the school(s) you applied for and were refused admission to?
  • Are there any other exceptional circumstances that would prevent your child from attending the school offered to them?
  • Has a mistake been made which meant your child was not offered a place at a school you applied for?
  • Do you have any evidence to support your appeal, e.g., hospital or doctor's documents?

The appeals process

Consider the likelihood of your appeal being successful. Appeals are generally only successful if you or your child have exceptional reasons for needing admission to a particular school.
