Thomas Avery was co-owner of W & T Avery Ltd. with brother William. The Averys manufactured scales and weighing machines. The brothers steered the Smethwick-based company through a period of rapid expansion in the mid-1800s.

Thomas retired from business and entered politics in 1864. He was an Alderman for thirty years and held the office of Mayor of Birmingham on two separate occasions. His two major civic achievements were the development in 1874 of a private waterworks under town-ownership and in 1878 a sewerage works located in Saltley.
