Historic environment supplementary planning document
Birmingham has a rich and diverse historic environment with thousands of heritage assets including buildings, places, monuments, and archaeological sites that tell the story of the city and its people.
To assist in the management of these heritage assets in the planning system, the council has produced a Historic Environment Supplementary Planning document (SPD) that was adopted in March 2025.
The SPD will expand on and provide further guidance on the planning policy that exists within the Local Plan.
This will include outlining;
- what is significant and characteristic about the city’s historic environment
- objectives for the different types of heritage assets
- objectives for the development of Birmingham’s Historic Environment Record
- guidance for owners and applicants on making changes to heritage assets
- how the historic environment can contribute to a low carbon future
- a criteria and process for adding heritage assets to the Birmingham local list
- the establishment of a heritage at risk register for the city
- guidance on how archaeological remains will be handled in planning applications
The SPD sets out the approach the council will take when dealing with the various types of heritage assets in the city to help steer growth and development in a positive direction that benefits Birmingham’s historic environment and the wider prosperity of the city.
