Dear colleagues

I hope you’ve enjoyed a well-deserved summer break and are feeling refreshed and ready for the new academic year. I trust the term has got off to a positive start.

I’m delighted to invite you to a webinar on Thursday, 18 September, from 11:00 to 12:00, where I’ll be joined by Helen Ellis, Director of SEND and Inclusion, who will walk us through the key headlines from the Ofsted/CQC Area SEND Inspection Report, published on 15 August. We were pleased with the outcome, and the report reflects the significant progress made over the past three years. While we recognise there is still work to do, we welcome the inspectors’ comments and their recognition of the journey we’ve been on.

Nationwide Emergency Alert Test – Sunday 7 September, 3pm

Please be aware that a nationwide emergency alert test will take place at 3pm on Sunday 7 September. This will trigger a loud siren-like sound and vibration on mobile phones, even if they are on silent.

While this is just a test, it’s important to be mindful that it may cause distress, particularly for individuals experiencing domestic abuse who may have hidden phones for their safety.

If you or someone you know may be affected, consider turning off hidden devices ahead of time or seeking support from trusted services.

We encourage schools to share this information with families and wider networks to help ensure everyone is prepared and supported. Thank you for helping us keep our community informed and safe.

Oracle Transition for Schools Update

We’re pleased to confirm that all schools have now successfully transitioned away from Oracle, moving to their new HR/Payroll providers by the 1 September deadline.

This has been a significant undertaking, and we’re immensely grateful for the dedication and effort schools have shown throughout the process, especially while continuing to manage the everyday challenges of school life.

As the Oracle Transition Project draws to a close, regular updates will end after September. This week’s update includes key information such as:

  • The final HT/SBM drop-in session (time to be confirmed)
  • How to access the updated Working in Schools section on the BCC website
  • A link to the ongoing Statutory Duties Document, which contains essential guidance and contact details for the new ways of working

We’d also like to extend our thanks to Phase 1 schools who completed the post-transition survey and helped us review the project. The findings have been compiled into a report for BCC governance and will be shared with schools once approved.

Phase 2 schools will receive invitations to complete the survey next week, but the link is already available in the updates below for those who wish to get started.

Schools Finance Update

2025/26 LA Statement of Funding and Provisional School Budget Payment Schedule

The updated cash sheet as of 01 September 2025 can be found here: Statement of funding and provisional school budget payment schedule 2025 to 2026 | Birmingham City Council

Due to IT Delays please allow 24 hours for the link to reflect the current cash sheet and deductions file (deductions file Jul/Aug contains June deductions also; the name will be amended).

We hope you find this useful in reconciling the monthly instalment as well as grant payments the authority will pay during the financial year. 

If you have trouble accessing the file, you may need to save the spreadsheet to your personal desktop, then unblock the file by right clicking, properties, and clicking unblock and applying changes. 

We will shortly be raising/processing a consolidated invoice/payment for expenditure posted on the school cost centres for those periods. Below is further information regarding updates to the cash sheet.

Early Years Summer Actuals

The September instalment includes an adjustment to reflect the actuals calculated for the Summer term. Any queries relating to Early Years should be directed to EarlyYearsFunding@Birmingham.gov.uk 

BCC / RPA Insurance Charges

The September instalment includes a deduction for either the BCC insurance charge for 25/26, or the RPA charge provided by the DfE. 

Devolved Formula Capital (DFC) Allocations

The full DFC allocations for schools will shortly be paid directly to the school's bank account. Note: if the school is a PFI school, the school will not receive their allocation as this will be retained by the PFI team. 

Monitoring

The cash sheet has a new monitoring tab which we strongly encourage schools to use on a month-end basis to reconcile to cash at bank. The tab is in the same format as the quarterly and year-end return to ensure familiarity and this will allow for any issues to be identified and rectified early in preparation for submitting the mandatory quarterly and year-end returns.  

The September monitoring tab should be used at the end of September. This is because this picks up the current month's instalment. Where an allocation is paid during the month but not yet on the cash sheet, the school can adjust for this in the non-cash sheet column.

Year End Working Group 

Schools Finance is inviting School Business Managers/Finance Officers to join a working group focused on the year-end 2025/26 finance closedown process.  

Your input will be valuable in identifying challenges, refining processes and guidelines and ensuring accuracy in the reporting of school’s financial accounts. The team want to work closely with schools to develop the process, in a way that is mindful of statutory and corporate deadlines. 

We are looking for members from across the school phases (nursery, primary, secondary, and special) as well as representatives from external financial support services, participants must be able to communicate to their respective forums.  

The group will be led by members of the Schools Finance team and will meet monthly from September until year-end.

Mandatory Bank Reconciliation Training 

Bank reconciliation is a requirement set by the LA for VAT, Termly, and Year End submissions. and as such the Schools Finance Team are inviting Schools Staff to attend training calls for Bank Recs. 

The calls will run through how to complete a Bank Rec in the format the LA require. Schools are required to attend at least one of the meetings.

Q2 Mandatory Termly Monitoring and Training 

Schools Finance invites all maintained schools to attend drop-In sessions for mandatory quarterly financial monitoring process.

The Q2 document will be available via noticeboard on 2 October.

The Deadline for the Q2 submission is 15 October. 

Two identical online sessions are available – schools only need to attend one, but are welcome to join both if they wish

The Q2 document replaces the termly compliance.

We are also offering 1-2-1 meetings for 30mins if required.  Please email the schools finance time for a slot.

Cheque Book VAT Reimbursement 

July deadline for submission is 11 September 2025.

Below is a list of documents that must be completed and submitted to Schools Finance by the deadline. 

Annex A and the VAT Return form which must be completed, signed and returned in Excel format.

Submission timetable and instructions for completion are included within the download.

Please note that any missing documentation will result in the claim not been processed until all the documents are completed and any late submissions will be delayed until the following month.

IMPORTANT: Changes to Financial Reporting to the LA

You may have noticed that recent correspondence from the Local Authority (e.g. Year End returns, Carry Forward Balances, and Quarterly returns) is now being issued in Consistent Financial Reporting (CFR) format – which may be unfamiliar to some schools.

CFR is a national Department for Education (DfE) framework used by all schools, including LA-maintained, academies, and free schools. Historically, Birmingham City Council converted school ledger data into CFR format before submitting it to the DfE. Going forward, schools will be expected to report directly in CFR format.

As part of the Full Cheque Book rollout, a chart of accounts was provided to schools to support CFR reporting via their finance systems. However, due to the timing, we’re aware that the importance of CFR may not have been fully communicated.

To support schools, we’re hosting drop-in sessions to provide an overview of CFR reporting:

You only need to attend one session.

Please note: All financial returns – including quarterly monitoring, budget plans, 3-year forecasts, and deficit recovery plans – must now be submitted in CFR format. Returns not in this format may be returned.

We strongly encourage schools to attend and invite relevant finance staff and governors.

Education Access Budgets

It’s been noted that many Birmingham schools are still using spreadsheets rather than system-based budgeting tools. To support better forecasting, we’ve introduced a new tool: Education Access Budgets.

This isn’t a full financial package, but it does enable staffing projections and budget forecasting. Licences have been provided to all schools, regardless of whether they purchase an SFS support package.

All schools will be expected to submit 3-year forecasts and budget plans using Access. Training may be required, and the following sessions are available:

Pay and Policy Compliance Update

Agreement Reached on the National Joint Council (NJC) Pay Award 2025/26

On 23rd July 2025, the National Joint Council (NJC) formally agreed the support staff pay award increase of 3.20% which is effective from 01 April 2025. A summary of the key changes affecting schools are shown below:

  • National Joint Council (NJC) Grades 1-7 increase of 3.20 per cent per annum
  • from 1 April 2026, Spinal Column Point (SCP) 2 will be permanently deleted from the NJC pay spine.
  • National allowances* have also been increased by 3.20 per cent.

*Allowances applicable to those on the Birmingham School Workforce Contract:

  • Sleep-in Duty Payment
  • Standby Duty Allowance (allowance - per session)

The new salary values and bandings for NJC support staff can be found here within the HR Toolkit.

Birmingham City Council (BCC) Maintained Schools:

During the month of August, BCC has been working closely with your payroll providers to implement these increases (including backdated pay as appropriate) and you should have received separate email communication, from Pay Compliance, confirming arrangements and what, if any, additional action you need to take.

Year 7 and 14-19 Admissions - September 2026

Online applications for Year 7 and 14-19 admissions in September 2026 opened on 1 September 2025.

Parents and carers who live in Birmingham should apply via the Birmingham City Council website by the deadline of 31 October 2025. Full details, including admission arrangements and guidance to help parents with making preferences, are available on our website. For additional advice and support, please contact Children's Services on 0121 303 1888.

All Birmingham maintained Primary, Junior and All-Through Schools were sent a letter in July 2025, before the end of the summer term.  This letter was for schools to send to parents/carers of children due to transfer to secondary school in 2026 who do not have an Education, Health, and Care Plan (EHCP). It contains important information, particularly for parents/carers of children born between 1 September 2014 and 31 August 2015 who had deferred entry agreed at the point they were due to start Reception.

Notification of Section 77 Consultation

The consultation will start on Monday, 1 September 2025 and will run for 6 weeks. Comments must be received no later than Monday,13 October 2025.

At the end of the consultation all responses will be forwarded to the DfE along with the Section 77 application to apply for written consent from the Secretary of State.

Early Years and Childcare

Supporting Parents with Childcare Fees

Support for payment providers to accept Tax-Free Childcare:

The government expects schools to promote and support childcare subsidies such as Tax-Free Childcare and Universal Credit Childcare. These help parents with the affordability of childcare, and supports schools, trusts, and PVI providers in maintaining sustainable provision.

HMRC has introduced a system change to ensure parents have the opportunity to pay for childcare with their Tax-Free Childcare balance through the childcare provider's payment application, making the scheme more accessible to eligible parents.

HMRC are continuing to onboard payment providers to the new system so if you offer wraparound hours for children, please check with your payment provider if/when this will be available for parents.

Please let parents know that they can use their Tax Free Childcare to pay for their wraparound hours.

Who is a Looked After Child?

It is important that a child's looked after status is recorded correctly. A looked after child (LAC) is also known as a child in care (CIC).

Children categorised as a looked after child are:

  • Child in Care - a child or young person under the age of 18 who is provided by a local authority, acting in its social service capacity, with accommodation provided for a continuous period of more than 24 hours.
  • Section 20 - voluntary accommodation at the request of a parent or a child aged 16 or over.
  • Subject of a relevant court order (interim care order or care orders - section 31) under Part 4 of the Children Act 1989.

Once a child has left care / the relevant order has ended they are no longer looked after and would be categorised as PLAC - Previously Looked After Child.

The following is not categorised as looked after:

  • Final Adoption Order
  • Special Guardianship
  • Child arrangement order (previously residence order)
  • Subject to a Child protection plan or Child in Need plan (CP / CIN) * Supervision orders
  • Private Fostering

Each term to support your Early Years Funding claims you are sent an online EYSFF form to submit a claim for EYPP and FSM for looked after children. Please ensure that you only submit claims for children that are a true looked after child as detailed above. Children who are already on your Census claim on Collect with an EYPP claim against them must not be included in the online EYSFF return.

Sector Consultation: Review of Eary Years Special Educational Needs Inclusion Funding (EY SENIF)

Every Local Authority is required to provide Eary Years Special Educational Needs Inclusion Funding (EY SENIF) to support children with emerging and identified SEND for children in receipt of early education entitlement. In Birmingham this fund is known as ISEY (Inclusion Support in Early Years.

We are committed to fully reviewing the ISEY criteria, application and allocation process including the funding rates, ahead of the sector consultation in respect of the Early Years Entitlement rates,

All mainstream providers of  early education entitlement are invited and encouraged to attend these sessions. Attendance by childminders, group PVI settings, maintained nursery schools and mainstream schools with a nursery class will ensure genuine cross sector co- production in respect of next steps.

Wraparound Childcare Grant Funding Opportunity 

As part of the government’s ambition, by September 2026 all parents and carers of primary school-aged children who need it should be able to access Wraparound childcare between 8:00am and 6:00pm during term time

Whether your school is planning to launch a new club or expand an existing one, we encourage providers to take advantage of the available funding. This is a valuable opportunity to establish new provision or increase the capacity of current clubs to better meet the needs of local families. 

What can you apply for? 

  • Creation of places: Create both new before school provision and after-school provision - where there is currently no provision. 
  • Extend hours: Extend the hours to meet full wraparound definition (8am to 6pm) - where you already provide wraparound, but it does not meet the 8am to 6pm expectation. 
  • Expand provision – Introduce before school provision or after school provision– where you have no existing provision in place to meet the full wraparound definition or increase the number of places currently on offer.

Changes to SEND Advisory Service

We have been bringing in some changes in how we work with schools and settings over the past 12 months such as: protected strategic hours from CAT and PSS, the new SENCo induction offer, free training offers etc and we hope these have supported you well in your SEND provision and practice.

As part of the SEND improvement journey Birmingham has been on, the teams have been undergoing a service redesign, and we are pleased to share the following changes effective as of 1 September 2025:

  • Pupil & School Support (PSS) has changed its name to Language, Learning and Strategic Support (LLaSS), to better reflect the SEND focus from the team. This team is led by Terri Cawser.
  • The Communication and Autism Team (CAT), led by Sarah Scarr, have had additional capacity at a leadership level through the appointment of Jodie Jones, Strategic Autism lead. Jodie will be working closely with Sarah and the team with a particular focus on the support offer for parents across the Local Area Partnership.
  • The Home Bridging Team (HBT), led by Kate Squires, is now sitting as a discrete team within the renamed Language, Learning and Strategic Support team.
  • The Sensory Support and Physical Difficulties team (SSPD) has changed its name to Sensory & Physical Support (SPS) and is being led by Amanda Wiser, an experienced SEND lead from a neighbouring Local Authority who has joined us this term.

All three teams will now come under the umbrella of the SEND Advisory & Inclusion Service (SAIS) led by Heather Wood.

We will continue to work with schools and settings in developing our offer and hope that this streamlined structure enables all partners to fully understand and access the SEND Advisory & Inclusion Service.

Briefing for New SENCos

We are delighted to invite to all new SENCos to a briefing on Thursday, 25 September from 12.45 until 3.30pm. This is aimed at SENCos who are either new to the SENCo role this term or experienced SENCos new to post in Birmingham.

The aim of the briefing is to introduce SENCos to the senior leaders within the LA SEND teams and representatives from the Local SENCo Consortia groups.

The afternoon will give an opportunity to:

  • Find out who the SEND teams are and what support they are offering
  • Have an overview of the Birmingham funding system
  • Understand the Local area SENCo groups
  • Understand the LA communication process to SENCos
  • Learn about the Balanced system approach to SALT across the city
  • Learn about the Parent Carer Forum and their offer
  • Find out who the SEND OT locality therapists are and what they offer
  • Network with other SENCos

This event will be hosted at Hollyfields Sports & Conference Centre, Woodacre Rd, Birmingham, B24 0JT. A place has been reserved for each new SENCO and an email link will be sent out to confirm whether they would like to attend.

New 24/7 Mental Health Text Service for Birmingham and Solihull

Free, Confidential Support – Anytime, Anywhere

A new mental health text service is now available for people of all ages across Birmingham and Solihull. The service is free, confidential, and available 24/7 – offering support at the touch of a button.

Text ‘Space’ to 85258 to connect with a trained mental health professional.

Whether you're feeling anxious, stressed, low, or overwhelmed, help is just a text away. This service is especially helpful for those who may find it difficult to talk on the phone or in person.

Launched in partnership between Birmingham and Solihull Mental Health NHS Foundation Trust and Shout, the UK’s first 24/7 text messaging support service, this initiative aims to make mental health support more accessible to everyone.

In addition to immediate support, texters can be signposted to local services such as:

  • Talking Therapies
  • Crisis Cafés
  • NHS 111 Option 2

This new digital service offers a safe space to talk and is a valuable resource for anyone seeking early help or waiting for further support.

Healthy Schools Lunch & Learn – 16 September 2025

Embedding physical activity into schools with The Daily Mile

Join us for the first Healthy Schools Lunch & Learn webinar of the new academic year!

Our first webinar is about Embedding physical activity into schools with The Daily Mile and takes places on Tuesday, 16 September at 4pm. The session will be useful for all primary and special school staff, particularly class teachers, teaching assistants and senior leaders.

With the Chief Medical Officer recommending at least 60 minutes of daily physical activity for children and young people, The Daily Mile offers a simple, inclusive way to embed movement into the school day.

This webinar will:

  • Outline the current work being undertaken with The Daily Mile
  • Showcase how your school can get involved or further engage with the Daily Mile
  • Provide you with free resources and information about upcoming opportunities
  • Introduce links to the European Athletics Championships coming to Birmingham in summer 2026.
