The rationale for the change

BCC employees are paid the Birmingham Living Wage and are in the Local Government Pension scheme making the service less competitive than a commercial company.

Once the cleaning migration was achieved this would allow for the team to explore a redesign of the service, enabling Cityserve to focus entirely on catering and deliver on even further operating surplus.

Cityserve could then pursue growth opportunities, expand the service and assets to generate revenue further.
