A special thank you to our new Headteachers who joined the induction launch on Wednesday, 17 September. It was a pleasure to welcome you, and I’m looking forward to meeting more of you in person at the upcoming sessions planned throughout the Autumn and Spring terms.
These induction events are designed to provide essential information, resources, and insights into Birmingham’s Children and Families services, as well as the people who lead and support them. They’re a valuable opportunity to build connections, ask questions, and feel supported as you settle into your new role.
The next in-person session will take place on 16 October at the Council House, focusing on Keeping Children Safe, with discussions around:
- Education Safeguarding
- Attendance
- Staff Concerns
- Health and Safety

Introducing the New Attendance and Inclusive Pathways Service
We’re excited to announce the launch of Birmingham City Council’s newly expanded Attendance and Inclusive Pathways Service – a key part of our commitment to ensuring more children are in school, more of the time.
This refreshed service is designed to offer stronger, more tailored support to schools and children across the city. We’re currently recruiting and onboarding new team members, with the aim of being fully staffed and operating at full capacity by the first term of the academic year.
In the meantime, we’re already scaling up our offer and developing a new strategy, which we’ll be sharing with you soon. As part of this, we’ll be introducing weekly Drop-In Clinics for attendance advice.
From October onwards, we’ll also be hosting regular webinars to share best practices, build networks, and support schools in tackling attendance challenges and removing barriers. Our first session will include a link for schools to indicate how they’d like the service to support them going forward.

Help Us Promote Birmingham’s Local Offer
The Birmingham Local Offer website is a vital resource for children and young people with special educational needs and disabilities (SEND), their families, and the professionals who support them. It brings together services, events, guidance, and opportunities – all in one accessible place.
To help us improve and shape the Local Offer, we’re inviting SENCos to complete a short feedback survey: Local Offer Feedback Survey.
We’ll also be hosting focus groups and engagement sessions in the coming months to ensure the site reflects the voices of children, young people, and families. Keep an eye out for more details soon. You can also share feedback directly with the team at: LocalOffer@birmingham.gov.uk.
In the meantime we’re asking schools to:
- Ensure that you are in line with the SEND code of practice that Birmingham's Local Offer is on your school website: www.localofferbirmingham.co.uk
- Share it in newsletters and parent/carer communications
- Promote it through your community networks
The more people who know about the Local Offer, the more inclusive and informed our city becomes.

SENAR Reallocations
SENAR has recently undertaken an evaluation of caseloads among our Review teams.
To ensure officers maintain a balanced caseload, we have reallocated a small number of settings between case officers.
Our ‘find a case officer’ function is now back live on the Local Offer where you can find out which case officer is now assigned to your setting. Case officers are currently familiarising themselves with the children and young people whose EHCPs make up their refreshed caseload.
Please bear with us as we adapt to these changes which will enable case officers to work with you more efficiently.

REMINDER: DfE Statutory School Census – October 2025
Every school in England has a statutory duty to submit School Census, each term, under Section 537A of the Education Act 1996. This week a letter will be sent to all schools (available on Perspective and email) with important information about the upcoming School Census, please review and action.
Key dates:
- Census date: Thursday, 2 October 2025
- Initial Return date: Monday, 5 October 2025
- Final submission date: Wednesday, 28 October 2025
Please ensure this information is shared with school staff who will be completing the School Census return.
Schools must please ensure data submitted to DfE COLLECT is accurate and valid, after the final submission date no amendments are accepted by the DfE, incorrect or invalid data will impact your school's funding. Please also read section 2.6 of the letter regarding duplicate pupils, as the DfE will not authorise your schools return if schools have not resolved duplicate pupil queries.

Birmingham RE Webinar hosted by Birmingham SACRE
Supporting Inclusive Education Through Dispositions - Tuesday, 21 October at 15:00-16:30
Birmingham’s Religious Education (RE) continues to focus on developing informed, empathetic citizens who can engage meaningfully with the city’s diverse communities. At the heart of this approach is character development, guided by 24 shared dispositions agreed upon by local faith communities. These help students learn from and about religious traditions and worldviews, fostering personal growth and mutual understanding.
This upcoming webinar will:
- Refresh the foundations of the disposition based RE model
- Understand statutory RE duties
- Explore how the dispositions can support inclusive RE delivery
- Introduce the new “learning to discern” element, essential in the digital age

Aspiring SENDCo
Free Aspiring SENDCo training
The Language, Learning and Strategic Support team in conjunction with school-based SEND leads are offering free training for qualified teachers who may be aspiring to or interested in learning more about the SENDCo role. These sessions would be beneficial for assistant SENDCo’s who are new to post this term as well as to classroom teachers in developing their own inclusive practice.
This in-person training is designed to provide an overview of the responsibilities of the SENDCo role as well as the opportunity to develop your own knowledge of SEND through school-based tasks and a short SEND focused project. It takes place over 4 sessions on the following themes and participants must be able to attend all 4 sessions.
Focus of sessions:
- Introduction to the SENDCo role
- Identification of SEND needs & Provision
- Monitoring & Impact Measures
- Conclusions & Final presentations of impact projects

Aspiring SENDCo sessions
Overview
This course is designed to provide an overview of the responsibilities of the SENDCo role as well as the opportunity to develop your own knowledge through school-based tasks and a short SEND focussed project to share with the group.
Who is it for?
This 4-session package is specifically designed for qualified teachers to give key insights into the SENDCo role for those who may be interested in exploring this role. Participants must be able to attend all 4 sessions.
Focus of sessions:
- Introduction to the SENDCo role
- Identification of SEND needs & Provision
- Monitoring & Impact Measures
- Conclusions & Final presentations of impact projects

Early Education Entitlement
Tax-Free Childcare
The government expects schools to promote and support childcare subsidies such as Tax-Free Childcare and Universal Credit Childcare. These help parents with the affordability of childcare, and supports schools, trusts, and PVI providers in maintaining sustainable provision.
HMRC has introduced a system change to ensure parents have the opportunity to pay for childcare with their Tax-Free Childcare balance through the childcare provider's payment application, making the scheme more accessible to eligible parents. HMRC are continuing to on board payment providers to the new system. Parents should check with their childcare provider if and when they able to use TFC when paying for their care. LAs should encourage schools that deliver wraparound to check with their payment provider if/when this will be available for parents.
EEE Notification Form
As per the EEE terms and conditions of funding you are required to notify us when a child stops attending and / or leaves your setting. The only time you don’t need to notify us is when they leave at their usual transition point to take up their reception class place.
The terms and conditions of funding state: 2.90 The maximum absence of a child from a provision when claiming EEE funding is four consecutive weeks. Providers must follow their Safeguarding procedures when a funded child does not arrive for a booked session.
In addition providers must follow the agreed process for reporting absent and missing children age 0-5 to the Local Authority as detailed in Section 2.94 and Appendix 2. 2.94. Providers must notify the Early Years Team promptly when a child permanently leaves or is absent for four or more weeks.

The All Age Autism Service Directory is a free online resource supporting autistic individuals, their families, caregivers, and professionals across Birmingham and Solihull, including education (especially SENCOs), health, and social care.
Developed in collaboration with Experts by Experience, the Directory has been created to ensure accessibility, accuracy, and relevance. Its simple search function allows users to find services quickly by keyword or location, making it a practical tool for both direct support and professional referrals.

Services for Education’s School Support Service works with Birmingham Local Authority to lead and deliver statutory assessment duties for KS1 and KS2.

Healthy Schools Lunch & Learn Webinar- 8 October 2025
The Power of Football - Support for Children and Young People Beyond the Pitch
Our Healthy Schools Lunch & Learn webinars provide school staff with useful information about various health and wellbeing topics. They are usually 20-30 minutes long, with an opportunity to ask questions. Unless otherwise mentioned, webinars will be for school staff, not parents or pupils.
The next webinar in our series is about 'The Power of Football – Support for children & young people beyond the pitch' on Wednesday, 8 October at 12.30pm. All school staff are invited.
The session will dive into how the Aston Villa Foundation use their USP to support engagement, attitudes, and behaviours through football. Seeing football as more than a game and offering practical examples to engage children and young people in and out of the classroom.

Immunity in the Community – Young Volunteers Help Boost Vaccination Take-up
FAO: Headteacher, year heads, form teachers, anyone involved in pupils’ health and wellbeing
Birmingham schools are asked to support a new video campaign co-produced by young people to boost vaccination take-up.
Students have written and starred in the video project as part of the national Volunteering for Health initiative.
They teamed up with immunisation nurses from Birmingham Community Healthcare to create a short film and promotional poster addressing barriers and misconceptions that lead to lower take-up of vaccinations offered in schools as part of the national routine immunisation programme .
Around 25 young volunteers, aged 11-18, attended sessions to learn about the importance of being vaccinated against illnesses such as human papillomavirus (HPV) in Year 9 (age 13-14), and the three-in-one teenage booster protecting against tetanus, diphtheria and polio.

Peace Experience Workshop about Hiroshima
Peace Hub and Peacemakers proudly present a free two-hour workshop aimed at year 6 children, looking at the history of Hiroshima through the eyes of 6 year old Ms Hiroko Kishida.
The workshop will help children gain a deeper understanding of Hiroshima’s history and its message of peace. The children will also be shown how to make an origami paper crane, that they can take home.
