The Overview and Scrutiny annual report 2007 - Download a copy

The Overview and Scrutiny (O&S) Annual Report 2007 contains an overview of work undertaken last year and how this work is contributing to the key issues facing the Council. It also contains details of work planned or in progress up to the end of the current municipal year.

O&S forms an important part of the City Council’s “checks and balances” and provides one of the most important ways in which Councillors can pursue the interests of local people. It will be of interest to anyone working for or on the receiving end of services provided by the City Council and NHS.

Local Services and Community Safety O&S Committee, 8th September 2008

Members want to consider how the City Council can maximise the impact of the warden service in the city and will therefore be considering the proposal to conduct a review into this area of service provision.

Health O&S Committee Meeting, 23 July

Committee Members will be considering the proposals and the consultation processes around the Equitable Access Scheme. This scheme was announced by the Government to create new GP Practices in each of the three PCTs in the city and Members will receive a joint presentation from the PCTs outlining the rationale behind the scheme and the specific proposals for each area.

Members will also be considering the consultation process developed by the Heart of Birmingham PCT for each of their proposed new health centres. At last month’s meeting, Members agreed a shortlist of two potential subjects for review for the current municipal year - dementia and diabetes. Members will therefore consider existing research and public views on both of these subjects and select which subject to review. The meeting will conclude with an informal meeting to consider the draft report which reviewed the Health Needs of Newly Migrant Communities.

Regeneration Overview and Scrutiny Committee, 22nd July

Members of the Committee considered a report from the Assistant Director of Development Planning and Regeneration on tackling worklessness.

Members were provided with an update on the current approaches being made across Birmingham. The briefing considered the changing policy context at a national, regional and local level as well as the impact of improved partnership working. For example, the Birmingham Workessness Protocol sets out a new commitment between partners to deliver on worklessness outcomes, with clarification on roles and responsibilities, and agreement on key ratios to drive up performance on tackling workelessness in the city.

Statutory Proposals to Discontinue Heartlands High School and Shenley Court Special Arts College,
7 July 2008

At a meeting of the Children and Education O&S Committee, Members unanimously agreed to call-in this decision as there were concerns at whether full and meaningful consultation had taken place. This matter will therefore be referred back to the Cabinet for further consideration. Watch out for further updates on this page.

Grant Allocations to Third Sector Organisations Providing Childcare Services Call-In

On 2 April 2008, a “request for call in” was made in respect of the Executive decision made on 31 March relating to the grant allocations to third sector organisations providing childcare services.

No action to implement this decision will therefore be taken until the "request for call in" has been considered by the Children and Education O&S Committee. The date of the meeting will be made available in due course. Watch out for updates on this page.
