This is edition 159 of the provider bulletin, containing information on guidance, procedures and new initiatives. Very urgent or high priority communications may still be issued on an ad hoc basis, but we will try to keep these to a minimum.

1. REMINDER Cost of Care 2023 exercise launch - Action Required deadline 3 September 2023 (Contracted home support, care home, supported living and extra care providers located in Birmingham and the West Midlands region)

On the 18 July 2023 we launched our 2023 cost of care exercise. As in previous years the exercise requires you to submit a range of data in relation to the costs of delivering care and support services. The data we gather helps the Council understand costs across the care market and informs the fees we pay. We will not share your individual data without your permission, but we will aggregate the data received and will publish the outputs of the analysis ensuring anonymity.

Please submit your cost of care templates to costofcare@birmingham.gov.uk in advance of the deadline – 11.59pm Sunday 3 September 2023.

Home Support exercise – all locations holding a 2019 home support framework agreement must complete the exercise, which is a contractual requirement.

You are required to complete 2 cost of care templates – 1) the Home Care Costing Tool Tab I. – Standard (Cost +) only; and 2) the Home Support CoC 2023 Additional data template. Further information about this subject has been circulated to providers. If you don’t have a copy, please email marketintelligence@birmingham.gov.uk

We are seeking to collect a reduced amount of data compared to previous years and so you are only required to complete 1 template – the Care Home CoC 2023 Additional data template. 2. New animation for The Oliver McGowan Mandatory Training Programme (information for all providers)

A powerful new animation about The Oliver McGowan Mandatory Training on Learning Disability and Autism is available here:

The animation has been co-designed and co-produced with autistic people and people with a learning disability. It is aimed at helping staff and employers across health and social care to understand Oliver’s Training and why it is so vitally important.

The Oliver McGowan Mandatory Training on Learning Disability and Autism aims to provide the health and social care workforce with the right skills and knowledge to provide safe, compassionate and informed care to autistic people and people with a learning disability. This requirement is set out in the Health and Care Act 2022.

The Oliver McGowan Mandatory Training is the government’s preferred and recommended training for health and social care staff. It has been co-produced, co-evaluated and is co-delivered by people with a learning disability and autistic people who are paid for their time.

It was named after Oliver McGowan, whose death shone a light on the need for health and social care staff to have better training. 400,000 people have already completed part one of the training and the reaction has been overwhelmingly positive. “The most powerful e-learning I’ve done in my 20-year career.”

3. New resources for professionals supporting those living with Dementia (information for all providers)

Birmingham and Solihull Integration Care Board (BSol ICB) have launched two new resources for health professionals supporting those living with Dementia and their carers.

Health professionals now have access to a short animated video which aims to raise the importance of health care check-ups. It follows Mina’s Dementia diagnosis following a check-up and the support for her and her partner along the journey.

The second resource, is a Culturally Sensitive End of Life Toolkit adapted and developed to provide advice, guidance, education for health and social care teams across Birmingham to improve care outcomes for individuals and those important to them as they approach the end of their lives.

4. Do you want to take part in the Care Quality Commission (CQC) user research? (Information for all providers)

The CQC user researchers look at how people use websites and systems (like ‘Notify CQC’ or ‘Give Feedback on Care’) so we can improve them. Current focus is on the provider guidance web pages and making sure providers can find the information they need with ease.

The CQC are particularly interested in hearing from small providers. For example, providers that have only 1 or 2 locations, registered managers of a GP practice, or registered managers from care homes with a small number of staff.

sign up to the CQC user research panel

you will be contacted with research opportunities that are suitable.

5. REMINDER IPC Champions Forum - Friday 8 September 2023 - Bookings Open Now (All Birmingham care home providers)

The Infection Prevention and Control Team (IPC) will be holding a forum for existing IPC Champions at The Saffron Centre, Friday 8 September 2023, 9:00am – 12:30pm. Spaces for the event are limited, please book early to ensure your place.

6. REMINDER Infection Prevention Control (IPC) Champions Training - 22 September 2023 (information for all Birmingham Care Homes)

Are you or colleague interested in undergoing Infection Control training? Why not become an IPC Champion.

The IPC Team and Birmingham City Council will be holding a free training event for care home staff at t The Saffron Centre - Friday 22 September, 9am – 5pm.

7. REMINDER Help in Brum – Help for vulnerable people in short-term crisis with food and essential items (information for all providers)

Help in Brum is the council’s support for people in Birmingham who are in need of help due to cost of living crisis. The council has information and support offers around a number of areas with full information on the Council's website using the link below. It can help people who want help accessing grants and debt advice, support getting all the money they are entitled to or simply wanting to know more about the government’s support measures.

8. Solihull Managers Forum – Next Meeting Date (Information for all Solihull Managers)

Solihull Managers Forum - peer support network run by and for registered managers in all CQC services across adult social care.

The next meeting is on 8 September 14:00-16:00 and agenda items include the voice of social care providers in integrated care, resources for international recruitment and funding for staff development.
