Overview

On 3 November 2003 the Council’s Cabinet, approved plans for the major regeneration of the Lyndhurst Estate, Erdington, and the clearance of 237 low rise flats and maisonettes, including 16 leasehold properties .

Prior to the clearance decision in 2003, significant consultation with local residents and other interested parties had been undertaken, to determine the extent of change that was needed within the estate, to reverse its decline. The favoured response from residents was for extensive clearance and development, and was the platform for the detailed option appraisal by the Council and the subsequent clearance approval

As the clearance programme progressed, the use of compulsory purchase powers where terms could not be agreed by negotiation was approved in September 2007, and 2008. No additional clearance of accommodation has been proposed since the Cabinet decisions of 2007 and 2008, but resident consultation has continued in respect of the planning of new homes, and on 21 October 2010, an outline planning approval was secured to develop the entirety of the Lyndhurst estate to provide up to 316 new homes; provide 3.45 hectares of public open space and to improve community facilities.

Following the area’s inclusion in the Council’s direct house building programme (Birmingham Municipal Housing Trust), in April 2012, the masterplan was updated to reflect the near completed land assembly, and a phased development programme commenced.

 In view of the amended planning approval obtained in December 2012, on 22nd April 2013, the Cabinet of the Council also updated the approval to use CPO powers under Section 226(1) (a) of the Town and Country Planning Act 1990 to enable the acquisition of land and property at Rowden Drive to allow the completion of the housing redevelopment and associated community facilities.

Since 2013, 141 new homes have been built and occupied, with 54% of them being provided for outright sale and the remainder of the homes for affordable rent by the Council. In the current phase of the development a further 110 homes are under construction 85 being for rent and 25 for sale. The first of these being handed over in August 2017. The planned new neighbourhood park is also under construction, due to be completed in the autumn 2017.

The compulsory purchase order is now required to enable the remaining phases of the development to proceed, and achieve the comprehensive redevelopment of the estate.  The new mixed tenure homes already provided in earlier phases are already giving confidence to the area, which is to be further supported by the provision of the new park this year. The provision of improved community facilities and final phase of new homes will then consolidate the regeneration to provide a thriving neighbourhood.
