Private Finance Initiative (PFI) contracts

A Private Finance Initiative (PFI) contract is a way of financing public-sector projects through the private sector.

In Birmingham, Birmingham Highways Limited (BHL) contracted with us to maintain and manage the highways network. Kier Group delivered the services on BHL's behalf.

Following the Department for Transport's (DfT) decision to end the PFI contract and associated funding, BHL has communicated its intention to withdraw from the arrangements.

The Interim Services Contract (ISC) transferred to us from BHL on 31 July 2026.
