The City Council’s Constitution
The City Council's Constitution is a set of rules for how it works, how it makes decisions and what processes it follows.
The Constitution is divided into five parts:
- Part A – Summary and Explanation: introduction to the Constitution and how the Council operates
- Part B – Roles, Functions and Rules of Procedure: rules governing the Council's business, how decisions are taken and the rights of citizens
- Part C – Codes and Protocols: Codes of Conduct for Councillors (also known as 'Members') and employees, and other codes and protocols
- Part D – Finance, Procurement and Contract Governance Rules: rules governing financial, procurement and contract matters
- Part E – Scheme of Delegations: how decisions are delegated to officers
There are also a set of documents that accompany the Constitution, these are:
- Finance and Governance (including Chief Finance Officer and Monitoring Officer) sub-delegations
- Assistant Chief Executive/Director of Public Health (Partnerships, Insight and Prevention) sub-delegations
- Adult Social Care sub-delegations
- Digital and Customer Services sub-delegations
- Education and Skills sub-delegations
- City Housing sub delegations
- City Operations sub delegations
- Human Resources sub-delegations
- Place, Prosperity and Sustainability sub-delegations
