Jerome O'Ryan is Chief Solicitor
Jerome qualified in 1991 and holds the Law Society Diploma in Local Government Law and Practice. He has worked in Local Government since 1986, firstly in Housing and then as a front line neighbourhood advisor before qualifying. After a 4 year period at Walsall MBC specialising in children’s work, Jerome joined Birmingham in 1993. Since then Jerome has specialised in Social Care law and, in particular, the law relating to children. He has been involved in many complex cases and taken the lead on many projects. Since 1997 Jerome has worked as a Principal Solicitor and Head of Law leading Children’s teams.
In 2011 Jerome was appointed Chief Solicitor with wider responsibility for Social Care.
Jerome specialises in all aspects of Social Care law and Children’s social services law including care proceedings, emergency protection for children, judicial review, welfare reporting to court, Data Protection Act, immigration and asylum, Children's and Adults' Mental Health, consent to medical treatment, safeguarding, Court of Protection and forced marriages.
Jerome provides advice on policy and procedures at the highest level and delivers a wide range of training to staff.
Jerome also has wide experience as an advocate, particularly in Children’s matters.
As a Chief Solicitor Jerome acts as assistant to the Monitoring Officer and supports the Director. Jerome also assists with the practice management of Legal Services and continually assists in the improvement agenda for the council.
