The Telecommunications Development : Mobile Phone Infrastructure Supplementary Planning Document recognises the ever growing demand for telecoms equipment across the city. However, this need must be balanced against the potential adverse effects on the environment. This document aims to provide criteria to achieve that balance.

It defines the three general locations where different considerations apply.

  • The more sensitive locations such as conservation areas, historic parks and gardens, nature conservation sites, Green Belt, proposals affecting listed buildings and those close to education and health institutions.
  • Residential areas and high quality open spaces.
  • The less sensitive locations such as commercial and industrial areas, large road intersections, and existing buildings and structures.

The SPD identifies the information that operators are required to submit with any planning application and the publicity that we will carry out on it. It also sets out the relevant planning related recommendations arising from a review of locating telecommunications equipment on Council owned property.

Information will also be needed on all alternative sites which have been considered before an application is submitted. This includes the potential for mast and site sharing, or the use of existing buildings and structures, thus avoiding new masts where possible.

Advice is provided on how proposals should be designed to minimise visual intrusion for both ground based masts and installations on existing buildings. It also sets out the Government's clear advice on health considerations in respect of telecommunications equipment.

This document replaces the previously adopted 2002 guidance note which has now been revoked.
