Trading Standards - Food and Agriculture Standards
Premises are inspected to ensure that food on sale or for supply is correctly labelled, complies with compositional standards and not offered for sale beyond ‘use by dates’.

These regulations aim to control the risks, including disease, to both animal and human health.
If you are a food retailer, distributor or manufacturer who in the course of a business is left with raw meat or fish which is no longer intended for human consumption (eg raw meat or fish past its use by date), then these regulations affect you.
The following two categories of food fall into the lowest category of animal by-product waste, which is category 3, and so must be disposed of in accordance with the above regulations.
Raw meat and fish - Includes meat and fish off-cuts, products that require cooking before consumption, eg scampi, fish fingers, raw sausages, chicken kiev, bacon. These products must be disposed of at a registered premises by one of the prescribed methods, such rendering, incineration, or disposal at a registered biogas or composting plant.
Former foodstuffs - Uncooked and lightly cooked meat, poultry and fish that are no longer intended for human consumption (eg due to commercial reasons, or manufacturing/packaging defects, and also out of date foods). This includes, for example, rare cooked meat, beef jerky, Parma and Serrano ham, raw eggs and smoked salmon. These products must also be disposed of at a registered premises by one of the prescribed methods.

This advice covers the labelling of any type of compound or manufactured animal feed which is on sale in any of the following ways:
- Loose from bins or other retail displays in sale quantities of less than 50kg.
- Packaged by the retailer in small amounts by breaking bulk.
- Bought in already packaged.
The advice does not cover the manufacture of animal foods.
The animal feed must be accompanied by a 'statutory statement' which contains information such as:
- the name and address of the person who guarantees the statement is accurate (normally the manufacturer)
- the name and description of the feed, clearly indicating it is a mixture of ingredients, together with a list of those ingredients
- the type of animal it is intended for
- the amount of protein, oil, fibre and ash which is present
- direction for use
- the presence of any antioxidants, colours or preservatives
- the presence of certain minerals.
- the amount of certain vitamins and the date up to which they remain present
- minimum storage life
- the labelling required is different for different animals

Your supplier will give it either on the package or in an accompanying letter.
- When selling animal feed products you must display the statutory statement, or a copy of it, as closely as possible to the material it relates to. It must be clearly associated with the feed. The information delivered with the product by the manufacturer or wholesaler could be used for this purpose.
- When selling prepacks, these should already have been labelled by the manufacturer and so you need do nothing.
- Some products will be subject to weight marking requirements.
- You must ensure that the correct minimum storage life is provided.
Providing the small bags weigh less than 10kg, you do not need to label each individually. However, the nutritional information contained on the bulk bags must be available to customers so you could either display the small bags in the bulk sack or copy the information from the bulk sack and display it on the shelf edge. The only label that would then have to be applied to the small bag would be an indication of its weight. The weight should be a metric quantity and you must use suitable scales.
The Feed (Hygiene and Enforcement) (England) Regulations 2005 mean that businesses involved in the production, use, transportation, storage or marketing of animal feeds must be registered or approved by the City Council's Trading Standards service or another appropriate agency.
These businesses include:
- Livestock farms
- Arable farms growing crops for feed use.
- Companies that transport or store animal feed.
- Food manufacturers selling by-products of food production into the feed chain.
- Retailers and wholesalers of animal feed (excluding pet food).
- Pharmacists who supply mineral and vitamin supplements for animals.

- Include waste bread and similar products in your normal hygiene procedures.
- Keep it in a dedicated place in a suitable container that can be cleaned and is protected from pests.
- You must ensure that no meat products are sent to animal feed or can contaminate the bread.
When the bread is collected or delivered you must give certain information in writing with it:
- The words ‘Feed Material’ to show that the bread is only for animal feed.
- What the product is eg ‘Waste Bread’.
- Your name and address.
- A reference allowing traceability (the date of collection/delivery is usually sufficient).
- A signature from the customer stating that they do not require a full declaration of constituents (otherwise you will have to declare levels of starch, fibre and possibly fat as well).
It is recommended that you use a self-carbonating book so that you are keeping a record of the supplies that you make.
