The Director of Legal & Democratic Services and the Council's Monitoring Officer
David Tatlow was appointed Director of Birmingham Legal Services in March 2009. Since then he has refocused the Department, which is the largest local government legal department in Europe, to deliver improved outcomes with the Council’s Directorates. David was previously an Assistant Director at Birmingham and his role pioneered innovative use of the civil justice system to control perpetrators of hate crime and anti-social behaviour.
In 2011 David became the City Council's Monitoring Officer and the Director of Legal & Democratic Services with responsibility for over 320 members of staff, including Democratic Services, the Elections Office and the Lord Mayor's Parlor.
A Solicitor with an LLM in European Management and Employment Law, David has worked in local government since 1991. In addition, he has worked in private practice specialising in criminal litigation and was an early advocate of improved access to legal services for all communities.
David is also an accredited peer assessor for ethical governance with the IDeA.
