How to Apply for a Licence
The Animal Boarding Establishment Act 1963 requires any person who keeps a boarding establishment for cats and/or dogs to be licensed by the Local Authority. The aim of the licensing requirements is to achieve certain standards in the management of the accommodation and to ensure precautions against disease and fire. This is done by attaching relevant conditions of licence to ensure that animals are kept in suitable accommodation.
To apply for a licence complete the Animal Boarding Establishments Licence form [pdf] attached below and return the form to the Animal Welfare Team - contact details are on the application form and are also provided at the bottom of this page. The application form form must be sent to the Animal Welfare Team at the address indicated, if it is sent to the wrong address this will delay registration.
Once your application has been received you will be sent a payment reference number in order to pay for your application online by credit/debit card. To go directly to the payment page go to the Licensing Online Payment Form.
Invariably it is in the interests of all new applicants to discuss their proposals with the Senior Animal Welfare Officer (see contact details below) before completing an application.
You will be able to apply for a licence using the ELMS (Electronic Licensing Management System). ELMS has been developed by the Department for Business, Innovation and Skills in compliance with an European Services Directive to provide a 'point of single contact' for member states within the EU.

Our target for dealing with applications is 25 days. However, it should be noted that where applications are received for new establishments then these will require planning permission which can could result in the target timescale being exceeded.
Tacit consent means that if we have not dealt with your application within the target period identified then your application will have been deemed to have been granted/approved.
Please note that the processing target period (25 days) only begins on receipt of a fully completed application and acknowledgement of such by Birmingham City Council Animal Welfare Team.
First time applications at new or purpose built premises will require planning permission before being considered. If the premises concerned do not have planning permission this may result in the target period for considering such applications being extended.

Advice to those considering using Animal Boarding Establishments
Before booking a cat or dog into boarding accommodation it may be worthwhile to visit more than one establishment as some catteries/kennels may suit the needs or temperament of your cat/dog better than others. All animals must be up to date in terms of vaccinations before being accepted at a boarding establishment and proof of such will need to be provided to the proprietor upon arrival.
Changes to Registration/Licence
Once you have registered you need to notify us of any change and in some circumstances this may result in a new licence application being required.
