The Panel considered the Commissioner's preliminary revenue budget, capital programme and Precept proposals, as well as the establishment of a West Midlands Strategic Policing and Crime Board.
It agreed arrangements for public question time at panel meetings, member expenses and a change to the Panel's complaints procedure.
The meeting also received its first public question from the the Chief Executive of the Birmingham Rape and Sexual Violence Project.
