If your bill is affected by transitional arrangements you may find that a change in rateable value following an appeal makes no immediate difference to the amount you pay. The Department of Communities and Local Government has provided the following information concerning appeals against rateable values:
You do not have to be represented in discussions about your rateable value or your business rates bill.
You can make an appeal against your rateable value free of charge.
If you wish to employ a rating adviser, members of the Royal Institution of Chartered Surveyors (RICS) and the Institute of Revenues Rating and Valuation (IRRV) are qualified and are regulated by rules and professional conduct designed to protect the public.
If you lodge an appeal to the Valuation Office Agency (VOA) regarding your rateable value, your non-domestic rates account remains payable in accordance with the bill issued to you. If your appeal is successful any overpayment will be issued as a refund.

Completion Notice Appeals:
A completion notice is issued by the Council and shows the date the council believe the property is/will be complete or substantially complete and the date from when the rates should be paid.

If you are dissatisfied with the appeal decision, you have the right to further appeal to the Valuation Tribunal.
Valuation Tribunals are independent bodies whose members are unpaid people who are of 'good standing' within the community, rather like local magistrates.
Most unsettled business rate appeals are resolved via a hearing where the person making the appeal, or their representative, is able to put their case to the Tribunal. However, if all parties consent, appeals may be resolved by written representations to the Valuation Tribunal.
There is no charge for making an appeal, though if the ratepayer asks a firm of rating surveyors or agents to appeal on their behalf, they will have to pay for that assistance.
