Licensing Skin Piercers

To provide skin-piercing treatments - including tattooing, acupuncture, cosmetic piercing (ear and body) and electrolysis you must be registered with the Local Authority under the Local Government (Miscellaneous Provisions) Act 1982.
This page tells you about the registration process for the provision of carrying out skin-piercing treatments.


The Local Government (Miscellaneous Provisions) Act 1982 and Local Government Act 2003 requires that to offer skin-piercing treatments - including tattooing, acupuncture, cosmetic piercing (ear and body) and electrolysis - both the person performing the treatment and the premises must be registered with the City Council.

Registration covers both the person carrying on the practice and the premises used for that purpose. There are no powers to refuse registration, but the practice is controlled through compliance with bylaws.
