Major Developments - Selly Oak
The Selly Oak Local Action Plan sets out proposals to improve the area. In the last few years a major programme of investment has taken place in the area to implement the plan, and other sites are coming forward:
- At Birmingham University several new buildings to accommodate teaching, research and development facilities have been built and further are planned
- New hospital facilities at the Queen Elizabeth Hospital site for University Hospital Birmingham NHS Trust are nearing completion.
- Construction of the Selly Oak New Road is now well advanced
- Sainsburys Supermarkets Ltd are progressing their proposals for the Birmingham Battery site
In March 2004, the University Hospital Birmingham NHS Trust was granted planning permission to build a new hospital to replace the Queen Elizabeth and Selly Oak Hospitals. A legal agreement was also signed to:
- improve public transport, pedestrian, cycle and vehicle access to the site;
- provide measures to deal with archaeological remains and provide a new public square (plaza) and public transport interchange; and
- improve the nearby wildlife corridor.
The new teaching hospital will provide new forms of patient care with diagnostic and treatment areas, wards and support services all on one site and will be the first new general hospital in Birmingham for over 60 years. Work is well advanced with the new facilities planned to open in phases between June 2010 and Autumn 2011.New mental health facilities adjoining the site at Vincent Drive opened in 2007.
Sainsburys Mixed Use Development
In 2007 Sainsburys Supermarkets Ltd obtained outline planning consent for some 18 hectares of land at the Birmingham Battery site. The development comprises:
- A new Sainsburys supermarket, to replace the existing store at the Selly Oak Triangle site, and other retail development
- New leisure uses
- New offices
- A new high technology business park
- New residential uses
The development will also bring about new environmental and transport improvements, many of which will be secured through a legal agreement. These include:
- A new canal arm on the line of the former Lapal Canal
- A new pedestrian plaza adjacent to Bristol Road
- Improvements to the wildlife corridors, and
- Measures to improve vehicle access to the site.
Sainsburys are now working up their proposals in more detail and intend to submit further planning applications in 2010.
Selly Oak New Road and Hospital Link Road
The Selly Oak New Road will run around Selly Oak Shopping Centre. Phase 1A of the road (across the Birmingham Battery site) is complete, and phase 2 (between the railway/canal and Edgbaston Park Road) is currently under construction.
The hospital link road has been constructed in phases. The road will open to provide access to the hospital in Summer 2010.
These new roads will have a number of benefits including the following:
- Providing access to the new hospital development and the Sainsburys mixed used development.
- Assisting the regeneration of Selly Oak Centre by reducing traffic flows through the centre.
- Improving access in the Bristol Road A38 Corridor to support other new developments in the corridor.
Following completion of all the road works, the existing Bristol Road through Selly Oak Centre will remain but will benefit from considerable environmental improvements and better facilities for pedestrians, cyclists, buses and car parking.
Selly Oak Hospital
The Selly Oak Hospital site is likely to become available for redevelopment when its services are transferred to the new University Hospital.
Planning Guidance is being prepared which will set out the City Council's requirements to assist developers in bringing forward development, and will help in determining any planning applications.
Consultation on this draft Planning Guidance document took place in 2008 and the Council is following up on the many suggestions and comments made.
