Licensing Riding Establishments

Riding Establishments - who needs to apply for a Licence
Stables, that hire out horses or ponies for riding or instruction, must be licensed.
No person shall keep a riding establishment within Birmingham except under the authority of a licence granted under the provisions of the Riding Establishments Acts of 1964 and 1970.

How to Apply for a Licence
Complete the Riding Establishment Licence form [pdf] attached below and return the form to the Animal Welfare Team - contact details are on the application form and are also provided at the bottom of this page. The registration form must be sent to the Animal Welfare Team at the address indicated, if it is sent to the wrong address this will delay registration.

Once your application has been received you will be sent a payment reference number in order to pay for your application online by credit/debit card. You can pay by credit/debit card, go to the payment page at Licensing Online Payment Form.

Every application for grant or renewal of a licence must present, with the application form, an enhanced CRB criminal record check (not more than 3 months old). Applicants will be expected to meet the costs of any CRB check themselves.

Invariably it is in the interests of all new applicants to discuss their proposals with the Senior Animal Welfare Officer (see contact details below) before completing an application.

Fee
Refer to the Environmental Health fees and charges list to find the current charge for a new or renewal licence.

It should be noted that in all cases the City Council will call upon the services of an approved Veterinary Surgeon or Veterinary Practitioner as part of the application process with these costs being charged to applicants as an additional fee.

Processing Timescale
Our target for dealing with applications is 65 days.

Tacit Consent
Tacit consent means that if we have not dealt with your application within the target period identified then your application will have been deemed to have been granted/approved.

Please note that the processing target period (65 days) only begins on receipt of a fully completed application and acknowledgement of such by Birmingham City Council Animal Welfare Team.

First time applications at new or purpose built premises will require planning permission before being considered. If the premises concerned do not have planning permission this may result in the target period for considering such applications being extended.

Consumer Complaints

Changes to Registration/Licence
Once you are licensed you need to notify us of any change and in some circumstances this may result in a new licence application being required.
