Performing Animals Registration
It is an offence for anyone to train or exhibit a performing animal in the City unless they are registered to do so under the Performing Animals (Regulation) Act 1925 and they have obtained a Performing Animals Certificate of Registration. The legislation is designed to cover the use of animals in stage performances, at circuses, as part of exhibitions etc.
Registration is not subject to annual renewal.
How to Apply for a Certificate
Complete the Performing Animals application form [pdf] attached below and return the form to the Animal Welfare Team - contact details are on the application form and are also provided at the bottom of this page. The registration form must be sent to the Animal Welfare Team at the address indicated, if it is sent to the wrong address this will delay registration.
Invariably it is in the interests of all applicants to discuss their proposals with the Senior Animal Welfare Officer (see contact details below) before completing an application.
You will be able to apply for a certificate of registration using the ELMS (Electronic Licensing Management System). ELMS has been developed by the Department for Business, Innovation and Skills in compliance with an European Services Directive to provide a 'point of single contact' for member states within the EU.
Refer to the Environmental Health list of fees and charges to find the current charge for a licence.
Our target for dealing with applications is 25 days.
Tacit consent means that if we have not dealt with your application within the target period identified then your application will have been deemed to have been granted/approved.
Please note that the processing target period (25 days) only begins on receipt of a fully completed application and acknowledgement of such by Birmingham City Council Animal Welfare Team.

This will be dependent on the nature of any complaint bit if there are any concerns about the treatment, health or safety of animals performing in the city then the Senior Animal Welfare officer should be notified immediately (see contact details below).
Changes to Registration/Licence
Once you have registered you need to notify us of any change and in some circumstances this may result in a new registration application being required.
