Gambling Statement of Licensing Principles
The Gambling Act 2005 requires Birmingham City Council, as the Licensing Authority, to determine and publish its Statement of Gambling Principles at least every three years, to keep it under review, and to make such revisions to it as it considers appropriate.
The current version of the policy is now being reviewed, and an important part of this process is consultation.
The revised draft policy document is attached below along with the summary of changes document.
It should be noted, that the proposed amendments are not intended to reflect the changes to the Gambling Commission’s Licence Conditions and Codes of Practice (LCCP). A further, more detailed review of the Policy will be carried out shortly to address these issues.
The current Statement of Principles is attached below. In producing the document regard has been taken of the guidance issued by the Gambling Commission, the licensing objectives contained within the Act as well as responses received from the key stakeholder groups who took part in the consultation process. On 4th December 2012 this document was approved at a meeting of the full City Council, and has now been adopted by Birmingham City Council. The Statement of Principles came into effect on 31 January 2013.
Also attached below is a list of 'responsible authorities' i.e. those public bodies that must be notified of ALL applications and are entitled to make representations to the licensing authority in relation to applications for, and in relation to, premises licences. All representations made by responsible authorities must be relevant and relate to the licensing aims and objectives.
