Gambling Statement of Licensing Principles

Under the Gambling Act 2005 Licensing Authorities are required to publish a Statement of Licensing Principles which sets out the policies and principles that the Authority will apply when carrying out its licensing functions under the Act.

The current Statement of Principles is attached below. In producing the document regard has been taken of the guidance issued by the Gambling Commission, the licensing objectives contained within the Act as well as responses received from the key stakeholder groups who took part in the consultation process. On 5 April 2016 this document was approved at a meeting of the full City Council, and has now been adopted by Birmingham City Council. The Statement of Principles came into effect on 1 May 2016.

Also attached below is a list of 'responsible authorities' i.e. those public bodies that must be notified of ALL applications and are entitled to make representations to the licensing authority in relation to applications for, and in relation to, premises licences. All representations made by responsible authorities must be relevant and relate to the licensing aims and objectives.
